Urban planning has increasingly become a marginal tool, where national standards often bypass local needs and the principle of subsidiarity. This research explores how such a lack of strategic guidance can transforms intermediate cities into a chaotic collection of exceptions. However, the study shifts the perspective on “in-between spaces”: rather than seeing them as mere urban decay, we should view them as sites of latent regenerative potential. By embracing uncertainty as an opportunity for innovation, we can move toward more equitable design strategies that truly (re)produce quality public space.
